Reserve Studies in the Inland Empire

The Inland Empire — spanning Riverside and San Bernardino counties — has experienced explosive residential growth over the past two decades. Large master-planned communities in Corona, Rancho Cucamonga, Temecula, and Murrieta feature extensive common-area amenities including pools, clubhouses, parks, perimeter walls, private streets, and gated entries that all require long-term capital planning.

The IE's inland climate is among the most demanding in Southern California. Summer temperatures routinely exceed 100 degrees, placing severe stress on roofing materials, asphalt surfaces, exterior paint, and HVAC systems. Many newer communities also rely on recycled water for irrigation, which can accelerate corrosion in common-area plumbing and landscape infrastructure. These conditions make accurate useful-life estimates — grounded in local data rather than national averages — essential for realistic reserve planning.

Under the Davis-Stirling Common Interest Development Act, every California HOA must conduct a reserve study at least every three years and update it annually. Our Inland Empire reserve studies use local replacement cost data and account for the region's specific climate demands, giving boards the clarity they need to fund responsibly and avoid surprise special assessments.
